The calcium carbonate filler masterbatch duty on imports from Vietnam has now become a double layer. India first put an anti-dumping duty (ADD) on this product in December 2025. Then, on 23 September 2026, the government added a countervailing duty (CVD) on top of it. Both duties will stay for five years. If you make PP woven sacks, films, raffia, moulded items or pipes and you buy CaCO3 filler masterbatch from Vietnam, your landed cost has changed. This guide explains the duties in simple words and gives practical steps to protect your margins.
What Has Changed: ADD Plus CVD on Calcium Carbonate Filler Masterbatch
Calcium carbonate filler masterbatch is a pellet made of fine calcium carbonate powder mixed in a polymer carrier. Plastic processors add it to PE and PP to cut cost and improve properties like stiffness. Vietnam is a common source of this material for Indian processors. The DGTR cases found that dumped and subsidised imports from Vietnam hurt Indian masterbatch makers.
Here is the timeline in short:
- September 2024: DGTR started an anti-dumping investigation on the product from Vietnam.
- 27 December 2024: DGTR started a separate anti-subsidy (CVD) investigation, after a complaint by the Indian Compound & Masterbatch Manufacturers Association and the Masterbatch Manufacturers Association of India (ASL Law).
- 24 December 2025: The Finance Ministry imposed ADD through Notification No. 37/2025-Customs (ADD) (TaxGuru).
- 23 September 2026: CVD was imposed through Notification No. 4/2026-Customs (CVD), based on DGTR final findings of 24 June 2026 (TaxGuru).
Both duties cover goods under customs tariff heading 3824 99 00 that originate in or are exported from Vietnam.
Calcium Carbonate Filler Masterbatch Duty Rates at a Glance
Both duties are fixed amounts in US dollars per metric tonne (USD/MT), and you pay them in rupees at the customs exchange rate on the bill of entry date.
Anti-dumping duty (Notification 37/2025)
- Europlast Group companies (EuroPlast, Yen Bai, Nghe An, Polyfill): USD 31.58/MT
- ADC Plastic JSC: USD 36.13/MT
- An Tien Industries JSC: Nil
- Vitaplas JSC: USD 39.25/MT
- Any other Vietnamese producer, or goods of other origin shipped from Vietnam: USD 75.00/MT
Countervailing duty (Notification 4/2026)
- Europlast Group companies: USD 15.16/MT
- ADC Plastic JSC: USD 14.20/MT
- An Tien Industries JSC: USD 13.42/MT
- Vitaplas JSC: USD 9.11/MT
- US Masterbatch JSC (and its Hung Yen branch): USD 22.52/MT
- Any other Vietnamese producer, or goods of other origin shipped from Vietnam: USD 69.19/MT
The CVD notification has a condition linked to the injury margin when ADD and CVD are added together. So the final duty can differ by supplier. Always ask your customs broker (CHA) to confirm the exact amount for your supplier before you sign a contract.

Who Is Affected Most
- PP woven sack and raffia tape makers who use high filler loading to control cost.
- Blown film and packaging units using PE with filler masterbatch.
- Injection and blow moulders making buckets, crates, chairs and household items.
- Traders and distributors who hold stock bought from Vietnam.
Small and medium plastic units feel the hit most, because filler is used exactly to save cost. Any extra rupee per kg goes straight to margin, so the calcium carbonate filler masterbatch duty matters even if the dollar amount looks small.
Why a Producer-Specific Rate Can Become USD 69–75/MT
The lower rates apply only to the named producers. The CVD notification says the producer-specific rate needs a valid commercial invoice with a dated and signed declaration by an official of the issuing company. If the papers are missing, customs can charge the “any other producer” rate. In simple words: wrong paperwork can turn a USD 15 duty into USD 69, plus the ADD.
- Check that the producer name on the invoice exactly matches the name in the notification.
- Make sure goods from a trader in Vietnam clearly show the real producer.
- Keep the signed declaration with every shipment.
Practical Steps for Buyers Right Now
- Recalculate landed cost. Add the calcium carbonate filler masterbatch duty — ADD + CVD (in USD/MT, converted at the customs rate) to CIF value, basic customs duty and GST. Compare it with Indian supply.
- Review open orders. Ask who bears the new CVD in contracts signed before 23 September 2026.
- Consider making in-house masterbatch. Larger units can compound their own filler using coated calcium carbonate, a carrier resin, and additives like wax, stearate and antioxidant.
- Use a good quality local CaCO3. Well-coated, fine, bright calcite disperses better and allows higher loading without hurting strength.
- Do not cut additives to save money. Poor dispersion leads to tape breaks, film holes and rejections that cost more than the duty.
- Talk to your CHA. Duties, conditions and exchange rates change, so get a written confirmation.

Frequently Asked Questions
What is the calcium carbonate filler masterbatch duty in India?
Imports from Vietnam attract an anti-dumping duty of up to USD 75/MT (Notification 37/2025, from December 2025) and a countervailing duty of up to USD 69.19/MT (Notification 4/2026, from September 2026). Named producers get lower rates.
How long will these duties last?
Both duties are for five years from their dates of publication in the Official Gazette, unless the government revokes or changes them earlier.
Does the duty apply to calcium carbonate powder?
The notifications cover calcium carbonate filler masterbatch under tariff heading 3824 99 00 from Vietnam. Plain calcium carbonate powder is a different product, so check classification with your customs broker.
How can I reduce the impact on my plastic products?
Compare landed cost with Indian supply, keep correct producer paperwork, and consider making your own filler masterbatch using quality coated calcium carbonate, wax, stearate and antioxidants.
